The list of documents required for the examination to determine the country of origin of goods.

Examination of the origin of goods includes:

  1. Examination of documents confirming the origin of the goods, in accordance with paragraph 45 of the Order of the acting Minister of Investment and Development of the Republic of Kazakhstan dated February 24, 2015 №155 On approval of the Rules for determining the country of origin of goods, issuing a certificate of origin of goods and cancellation of its validity;
  2. Identification of goods by external signs, labeling (name, type, packaging, class, manufacturer) with departure to the location of production;
  3. Examination of the technological process in the production of goods in order to establish the criterion of sufficient processing of the goods and determine the value added of the goods;
  4. Calculation of the share of local content according to the formula in accordance with Appendix 7 of the Order of the acting Minister of Investment and Development of the Republic of Kazakhstan dated February 24, 2015 № 155 On approval of the Rules for determining the country of origin of goods, issuing a certificate of origin of goods and cancellation of its validity.

According to paragraph 45 of the Order acting The Minister for Investment and Development of the Republic of Kazakhstan from February 24, 2015 № 155 On approval of the Rules for determining the country of origin of goods, issue of a certificate of origin of goods and cancellation of its validity for the examination of the origin of goods, the applicant provides the following documents:

  • an application for an examination of the origin of goods for internal circulation;
  • documents confirming the applicant’s legal status (for legal entities, – a certificate of state registration (re-registration) of a legal entity, a certificate of state registration of a branch or representative office of a legal entity, a charter, a regulation on state registration of a branch or representative office of a legal entity, for individual entrepreneurs, – patent or certificate of an individual entrepreneur) is granted once a year;
  • the original and a copy of documents confirming the origin of the goods (agreement with the manufacturer of the goods or for the purchase of goods, invoices, invoices, documents on the transportation of goods);
  • the original and a copy of the license for the type of activity (if the type of activity is subject to licensing);
  • the original and a copy of the documents to determine the criterion of sufficient processing of the goods (cost of raw materials and components used in the production of goods, contracts for the supply of raw materials and / or invoices, and / or invoices, documentation describing technological operations, with an appendix of the list of normative technical documents , in accordance with which the goods are produced, a list of equipment for the production of the declared goods, documents for the production premises, a list of workers, calculation of the cost of goods, taking into account the cost spolzuemogo raw material or a component of foreign origin);
  • a list of the names of the claimed products in the state language;
  • the original and a copy of the warehouse certificate of availability and quantity of goods in the warehouse with the address of the warehouse;
  • the original and a copy of the power of attorney to represent the interests of the applicant (copy of identity card);
  • for fruits and vegetables: the original and a copy of the certificate of confirmation of the local executive body of the relevant territorial unit of the Republic of Kazakhstan on the cultivation of the declared batch of products in the specified territory and the contract with the manufacturer of the goods, the contract for the purchase of goods with the obligatory submission of the original or a notarized copy of the contract with the manufacturer of the goods.

Original documents are returned to the applicant within one business day after identification with copies.

When conducting an examination of the origin of goods of mass production, invoices, invoices, documents on the transportation of goods, as well as a warehouse certificate are not required.

If it is necessary to conduct additional research, the expert organization requests:

  1. originals and copies of permits, licenses, documents certifying the origin of raw materials, materials, components (certificates of origin ST-KZ for raw materials used in production);
  2. test report issued by accredited testing laboratories (centers), if product identification is not possible without laboratory tests and studies.
